'THE NEW FRAMEWORKS OF GLOBAL GOVERNANCE SYSTEM : UN2.0"
A.
ABSTRACT
The world landscape changed over the period of time
and such changes happened so dramatically and scary. The fast pace
technological advancement and the desire of every nation to reach a developed
country status led to their ambitious moves created new problematic issues. The
current UN supposed to be the central ground to address such global issues but
unfortunately it does not have sufficient capacity to deal with today emerging threats.
The outdated structures with power control over
the organization by five super power nations through the Security Council had limited
the functionality and capability of the UN in dealing global issues in a fairly
manner. Too many specialized agencies worked autonomously with duplicating
functions caused financial and funding difficulties even though efforts to
resolve the issue was previously mooted by Ban Ki Moon[1],
the previous UN Secretary General.
In view of this scenario, the New Shape of international
cooperation must be established and the new charter shall be drafted, signed
and respected. Therefore, the formation
of the New Shape is critical to reflect the hope and the expectation of the
world communities around the world. The formation of the new international
cooperation to replace the current United Nations Organization (UN) is not
aimed to create division among the member states but rather to provide a better
platform and decision making system to address the overwhelming global issues.
The current UN setup had been seen no longer fit
the purposes. Several reforms were made to improve the management effectiveness
but with the Veto Power remains in the hands of powerful nations often limit
the implementation of action mandated by the majority of the member states.
This failure to conduct fair and stern actions
against any problematic global issues due to veto had caused most of the member
states shift their ways from the UN and reluctant to make financial
contribution fear that such given fund only being used to the creation of
problems not solutions. In many situations, most of the peace and security
related problems are caused by intimidations and provocation by the super
powered nations who are the veto holders.
As long the current veto system remains, the
problems stay.
To avoid misuse of veto power in the future, a New
Shape of international cooperation combined with well-structured and fair
decision making system must be formulated. The proposed decision making system
contained herein may not be the perfect to deal with all the global challenges but
hopefully it is the right system expected by majority of the nations. With the New
Shape in placed and it new formulated decision making model will give an
alternative to all the countries to work together again in a common
understanding start dealing with the growing global risks and the emerging global human threats.
The new framework model towards the formation of
the New Shape is hereby proposed as a new representation of the world
communities to deal with new global challenges. The new structures of the New
Shape must be redesigned in order to make sure the new decision making system
involve the participation of all members of the New Shape and their active
engagement at all level of decision making locations have significant impacts
to the present ecosystem.
The formation of Collaborative Action Council (CAC) headed by the Secretary General
by appointment is the Central Command of the New Shape and its roles and
responsibilities is in contrast with the current Security Council. CAC is a
empowered by mandates it obtained only from the Two Tier Assembly System which
comprises of the General Assembly and Specific Assembly. CAC is also established to give more control
over the administration and management of the New Shape operations through
centralized empowerment and coordination for its new organs namely the Finance, Investment and Audit Committee
(FIAC), the Council of Scientific
Research and Sustainability Development (COSREC), the Socio-Economy and Trade Council (SECTRAC), Global Peace and Security Cooperation (GPSC) and the independent
organ, the Council of Mediation and
International Justice. CAC may delegate its mandate to the respective
organs to act on its behalf to ensure effective implementation of the
resolution.
The introduction of Two Tier Assembly System in the system provides more authorizations
leveraging to the member states to make their critical decision in both general
and specific matters. All decision made by each member states carry equal weigh
hence every vote is important to determine the direction of the overall actions
to be taken by the New Shape.
The Specific
Delivery Period was designed to instill a Sense Of Urgency in any decision made by any of the member states
either at Continental Representative level or at Two Tier Assembly System where
the decision delivery dateline become a Key Success Factor to promote more
actions and reduce rounds of discussion.
A newly formulated Round Table Voting (RTV) in the Specific Assembly gives equal
continental power to all Continental EACs in determining the ultimate and conclusive
decision by the virtue of the Two Tier Assembly System in the New Shape. This RTV
just need a simple majority vote from Continental Representative Meeting and during
Specific Assembly RTV Sittings in order to reaffirm majority members’ decision
that was made earlier either through General Assembly of Specific Assembly.
With RTV in the New Shape decision making system, it is anticipated that bigger
engagement of members in the decision making components will give more impact
to the world.
Even
though countless efforts were made to make this proposition perfect, it has to
be acknowledged that no perfect governance could be realized except perfect
visualization and intention. Hopefully this new proposed global governance fits
the aspiration of the global community and fulfill the requirement of the New
Shape Price 2017.
B.
THE PROPOSED FRAMEWORK
FOR THE NEW SHAPE
The establishment of a new global governance or
the New Shape requires several processes to make this new global entity
workable in functionality, efficiency and effectiveness in order to meet
international acceptance and recognition. The New Shape must be structured to
suit the current and future needs so as it shall become the backbone for all
global communities in dealing with all matters in sciences, technology and
innovation that could protect or preserve natural resources and environment
sustainability for the sake of human survival. The step by step approach towards
establishment of the New Shape is as follows:
1.
Creating the Conceptual
Structure of the New Shape
In this proposal, the conceptual structure of the New
Shape shall be based on the structural element of a substance and the
combination of such substance to form a New Shape. Like a water which has
element of hydrogen and oxygen to form a strong bonding or just like a group of
tiny wire string that from a strong wire cable. In a simple conceptual
interpretation, to ensure the stability of the New Shape, the smaller component
of its structure must be strengthened before combining all of these small
components to form a strong yet flexible structure.
a.
The Sub Component
of the Structure
To
form a single sub component of the structure, we need to see our world as a
whole. Our world was divided into several continents. There are big and small
continents covered by large and small number of countries. There are continents
with small numbers of countries but covering larger land mass. For example,
North America which consist of Canada, USA and Mexico. Therefore, for the New
Shape to define its sub component clearly, the adoption of continents shall be
best to be used as a reference. There are seven continents that could be
identified and there are North America, South America, Asia, Middle East,
Europe, Oceania and Africa. These continents currently have their own
continentally based global cooperation as Associations of Southeast Asia
Nations, African Unions, Arab League, European Unions and The Unions of South
America Nations. North America and Oceania continents are yet to have any
continental cooperation thus far. The North America Unions is only a
theoretical and conceptual union which remain under study. Therefore, in order
to have a continental representation for North America and Oceania, it is
acceptable to assume that the North America Unions and Oceania as future global
cooperation for these two continents.
b. The Main Component of the Structure
Based
on the above composition of continents, there are seven sub components to be
working together in one global cooperation hence forming a heptagonal shape of
which each of sub components are equal in representation regardless of number
of membership they are currently have. For example, African Unions have 55
member states as compared to Asean whose member states are only 10 members.
In
conceptual interpretation, the formation of the New Shape shall consist of
seven continental sub components where each sub component shall be represented
by their respective current recognized global cooperation. For example Africa
Continent will be represented by African Unions as a sub component of the HEPTAGONAL STRUCTURE of the New Shape.
2.
Organizing the
Heptagonal Structures of the New Shape
The heptagonal structure of the New Shape will not
succeed unless it has infinite support from the respective continental
cooperation. In view of this several approach shall be made including inviting
the current continental
a. Invitation of
Current Continental Global Cooperation to form the New Shape
All
the continental cooperation, economic pacts, business factions and other
international institutions shall be invited to further discuss for their
support to become a Key Representative of the New Shape. They shall become the
continental representative of the New Shape and holding important roles and responsibilities
granted by the New Shape based on their specific expertise. Each Key members
shall be led by one Chairman who will be the official representative to deal
with continental matters.
b. Re-positioning
of Non Members Countries in the New Shape
As
not to ignite any interference for the establishment of the New Shape, the
non-member states must be repositioned. A non-member states is a country who is
yet to join any seven recognized continental cooperation that were admitted as
Key Representative Members of the New Shape. Whoever countries that are yet
becoming an official member state of any Continental Cooperation within their
geographical location shall remain as a Non – Privileged Member State i.e. a
member state that do not have any privileges in the New Shape.
However,
these barriers do not hinder the New Shape to move forward to achieve its
desired objectives even though there are countries chose to stay in the
existing UN due to their individual interests especially those who sit in the
Security Council holding a Veto Power. Therefore the membership privileges
shall be drafted to attract the countries to support and join this New Shape.
c. Recognition of
Countries and Territories
The
New Shape only accepting members from internationally recognized countries and
territories only. Any countries established by way of terrorism acts, illegal
occupations and under colonization shall not be accepted.
3. Forming the
New Main Organs and Sub Organs of the New Shape
In order for make the organizational structures of
the New Shape more resilient and viable, it requires several agencies and
entities as part of its main organs to support the operation especially when
mandate was given to Central Command of the New Shape.
All the organs do not direct decision making power
but they operate just below the Command Centre which decides which organ will
undertake what specific tasks in accordance to the mandate. This mandate is acquired
through a systematic and democratic process called a Two Tier Assembly System.
To ensure smooth operation and implementation of
the New Shape activities, programs, actions and sanctions, it needs to be
provided with several entities whose duty and responsibilities as granted by
the New Shape. The organs of the New Shape will be established based on their
specific and strategic importance. Each of the organs plays vital roles in
assisting the Command Centre performing the given mandate.
a.
The Main
Organs
i.
The Collaborative
Action Council
In
the New Shape main organ, the most important structure to be established called
the Collaborative Action Council (CAC). This organ is the Command Centre and
the Mandate Holder of the New Shape. Their effective enforcement capability in
balancing the power among the continents will change the overall perspective of
global peace and security definition. Acts as the central administration and
management body of the New Shape, CAC is also in charge in coordinating, controlling
and enforcing the international laws.
ii.
The Global
Peace and Security Cooperation
The
Global Peace and Security Cooperation (GPSC) is one of the New Shape finest
organs. The members of this organ receives only directive from CAC and enforce
the security and military type sanction as well as restore peace and provide
protection to civilians, national strategic assets in any conflicted grounds
upon receiving mandate given by CAC.
GPSC
will be given a lead to act neutrally in enforcing the New Shape approved
sanctions, deploy strategic armed forces,
military logistic, infantries and inventories including medical support
facilities anytime any place around the world. GPSC is the last resorts after
series of actions taken by other organs failed to contain the situations where
international peace and stability continued to compromise.
iii.
The Finance,
Investment and Audit Committee (FIAC)
Under
the New Shape setup, all financial and funding contributions shall be channeled
to the Finance, Investment and Audit Committee (FIAC) the only organ
accountable and responsible in all financial, investment and audit matters that
reports to CAC. The purpose of setting
up FIAC is to centralize all financing and investment related matters
especially on the control of funding resources, expenditure and other financial
related functions so that the prudent spending could be adopted and the level
of financial transparency well improved. Globally capable to impose global
taxes and monetary sanction for violation of any international laws or
non-compliances to the New Shape resolution upon receiving mandate from CAC.
Three
main committee shall be established to undertake specific roles on behalf of
FIAC namely:
a. The Finance Committee whose
responsibilities may include to look for all financing and expenditures of the
New Shape.
b. The Investment Committee whose
responsibilities may include to administer and implement approved investment
program of the New Shape in any profitable industries as well as providing soft
loan or issuing grant for any international institution to perform any
humanitarian program etc.
c. The Audit Committee whose
responsibility is to perform audit process for all fund received from FIAC,
utilized and spent by the New Shape main organs and sub organs, subsidiaries,
associates and related organizations
Furthermore,
the establishment of FIAC will enhance transparency of the New Shape expenditures
and maintain financing effectiveness as well as increase accountabilities on
the fund receivers who managing the New Shape operations, programs and
missions.
b.
The Sub Organs
i.
The Council of
Scientific Research & Sustainability Development
The survival
of humanity in the world is greatly depending on the availability and
sufficiency of natural resources, environmental preservations, ecological
system and food productions. Therefore,
an international cooperation is sought to continue with scientific research and
development (R&D) to provide technical inputs, technology innovation
harmless to environment, perform non-biological experimentation, exploration of
new source of energy, infrastructural development and all other matters with
regards to specific issues related to human survival such as natural resources
sustainability, environmental preservation, ecological system and food chain
protection.
In order to
address such humanity threats, the world requires a stronger innovative R&D
input to come up with globally accepted solution to reduce or eliminate
humanity threats. In order to achieve that mission, the Council of Scientific
Research and Sustainability Development (COSRES) shall be established.
ii.
The Council of
Mediation & International Justice (CMIJ)
Disputes,
conflicts and misunderstanding are common in this globalization era and the
numbers of events are quite disturbing and worrying. At any time a minor
domestic dispute can become regional conflict spread across the neighboring
states. The worst case scenario when the leaders of the countries are directly
involved in the conflicts, forcing majority population become refugees and
destabilized the regional security.
In
order to avoid any issues landed to provocations of peace and security, the
Council of Mediation & International Justice shall be established to assist
CAC in all legal aspects with regards to disputes, conflicts based on the
prevailing international laws. This sub organ reports directly to CAC and work
independently under CAC monitoring.
In
enforcing the international laws more effectively, the Mediation Tribunal and the
International Court of Justice shall be the two entities to be established and
governed under CMIJ.
Apart
of the above role, CMIJ is also act as a Legal Advisor to CAC in any legal matter
related to global issues.
iii.
Socio-Economic
and Trade Council (SECTRAC)
The
Socio-Economic and Trade Council (SECTRAC) is another sub organ of the New
Shape that administered under CAC.
SECTRAC is the principal body for coordination, policy reviews and
dialogues as well as providing recommendations on matters related to economic,
social and trade issues.
SECTRAC
will serve as the central mechanic for the socio-economic and trade actions for
the New Shape and its specialized agencies, and supervises the subsidiary and
expert bodies in the economic, social and trade fields set up under its
administration even make collaborations with any legal organizations such as
World Business Council. Capable to impose economic sanction and trade
restrictions upon given mandate by the majority of the member states during
assemblies through CAC.
There
are three main committees shall be established under SECTRAC namely:
a. Social Development Committee whose
responsibilities may include the planning and implementation of humanitarian
aid programs, promotion of education and lifelong learning, women and children
development plan etc.
b. Economic Well Being Committee whose
responsibilities may include the eradication of poverty, improvement
livelihood, provision of food and shelters etc.
c. Trade Development Committee whose
responsibilities may include establishment of barter trading for highly needed
commodity, providing access to free trading, enhance international trade
policies, provide advisory for sustainable trading program to the poor
countries etc.
The
work of the Council is guided by an issue-based approach, and most of its
actions involve engagement with private organizations, government the states
and non-government organizations.
4.
The Manning of
the Organs of the New Shape
a.
Main Organs:
i.
The
Collaborative Action Council
The
Collaborative Action Council (CAC) does not have any Chairmanship position
instead shall be headed by a Secretary General who will be nominated and
appointed through democratic voting process during the General Assembly. The
Secretary General plays crucial roles in CAC to drive all global agendas and
discussion of all conferences and gathering.
Each
of Continental Representative has equal opportunities to nominate one candidate
from their region to become The Secretary General which will serve in CAC for a
certain period on rotational basis to allow every Continental has an equal
opportunity to fill the position.
To
ensure the execution and the implementation of the approved action being taken
smoothly by CAC, the Board of Implementation and Monitoring (BIM) shall be
established and form part of CAC organizational Structure. The members of the
BIM are the Chairmen of the 7 Continental Representatives who shall oversee the
overall implementation and execution of the recommended actions plan as per
mandate given. CAC reports directly to both assemblies in all matters related
to any of them.
The
Secretariat, similar with the current UN setup shall comprise of the Secretary
General and sufficient number of staff in assisting the operation of the New
Shape under CAC. A part of administration office for the New Shape, the
Secretariat also coordinating all meetings of the General Assembly, Specific
Assembly, CAC Meeting etc.
All
related reports including annual reports, audited financial report other organs
including Implementation and Monitoring Reports shall be reported to the
General Assembly by the Secretariat
ii.
The Global
Peace and Security Cooperation (GPSC)
In
GPSC, there are seven (7) permanent seats and seven (7) non-permanent seats to
be provided. The provision of fourteen (14) seats to establish a well-balanced,
friendly and peaceful cooperation among the appointed countries aim to reduce
political tension among the countries to encourage more diplomatic communications
and widen the spirit of tolerance.
The
proposed Permanent Seat shall be given to USA, China, Russia, Great Britain,
Turkey, Canada and Australia while nominations of non-permanent seat shall be
given to each continents whereas the recommended countries are Canada (North
America), Brazil (South America), New Zealand (Oceania), Malaysia (Asia), Saudi
Arabia (Middle East), Egypt (Africa) and Sweden (Europe). All non- permanent
seats held are on rotational basis after two years of serving to promote and
maintain peace and security in both regional and other parts of the world.
The
admission, replacement or re-nomination of any member states to GPSC is at the
sole discretion of CAC upon recommendation made by GPSC Permanent Members.
iii.
The Finance, Investment
and Audit Committee (FIAC)
Each
of the three main committees namely Finance, Investment and Audit Committees
consist of minimum seven members representing each of continents and their
appointment shall be on a two years rotational basis. Their appointment shall
be made by CAC through the nomination made by the Continental Representative Chairmen.
Any
additional members in the council shall be determined by the General Assembly. The
members of the each committee can be re-nominated, reelected and reappointed
for another two year terms but the number of consecutive year of services shall
not be more than four years.
b.
Sub Organs:
i.
The Council
of Scientific Research & Development
for Sustainability
This sub-organ
assembles all international experts from both government and private
corporations with variety of specialization backgrounds. Scientist, technology
experts represent their respective nations to contribute their knowledge,
expertise and technology to solve global threats.
Reporting to
CAC on any activities, COSRES has no limitation of members except having
minimum of seven coordinators, each from the respective continents where
specialization were significant. For example, Japan may become the
representative of Asia and become the coordinator for Robotic Technology aims
to improve the efficiency of food production without harmful to the
environment.
All these
coordinators will be proposed by CAC and their appointment must be approved
during the General Assembly. Each coordinators will be in charge on their
individual tasks where engagement with larger group of people from various
technical background is anticipated.
This leads to
the formation of several technical and scientific committees or think tanks to
discuss and provide solution to the current issues before it turns global.
Any committees
established under COSRES must be minimum number of seven (7) members and one
member shall come from every continents. All the coordinators shall serve for
the period of two years and can be extended to any definite period depending on
the gravity of the matters they are handling.
ii.
The Council of Mediation & International Justice
The member of the Mediation Tribunal shall
consist of seven legal panels who are expertise in international laws and
regulations with regards to the specific issues. They are all will be appointed
by CAC through nomination made by the Continental Representative Chairmen and such appointment period
is based on the period of the case may incur.
Each legal panel shall be appointed from each
continents and in the event that there is no suitable candidate from any one of
the continents then the vacancy shall be filled by the candidates determined by
CAC.
While for International Court of Justice
comprises of seven judges to be appointed by CAC through nomination made by the
Continental
Representative Chairman. Their
appointment is based on case to case only where the period of the proceeding
may incur.
iii.
Socio-Economic and Trade Council
A minimum seven committee members shall be in
every committees formed under this sub organ where each of the members must be
elected from each continents. They are all appointed by CAC through nomination
made by the Continental
Representative Chairmen. Each
members of each committees shall hold the position for the period of two years
on rotational basis and the service period may be extended depending on the
situation of the tasks given to the committees.
5.
The Decision
Making System of the New Shape
The New Shape has different decision making
mechanism as compared to the current United Nation (UN). The main foundation of
the decision making system of the New Shape is the formation of The Two Tier Assembly System strengthened
with one unique decision making process called The Round Table Voting (RTV).
The Two Tier Assembly System is a combination of
two official assemblies where the member states is allowed to make their own
Exclusive Decision at two different occasions.
The Two Tier Assembly System consists of (1)
General Assembly and (2) Specific Assembly. These two international assemblies
provide equal opportunity to all member states to deliberate and making
decision for all global issues without any fear of influences from the superpower
nations as there is no nation has power over others as what has been seen in
the Security Council of the current UN.
The decision outcomes from the two assemblies
determine the course of action and the path to be taken by the CAC in order to
enforce resolute international actions.
a.
The General
Assembly (GA)
The
General Assembly is the general deliberative, policymaking and representative
organ of the New Shape. Decisions on important questions, such as those other
than peace and security, admission of new members and budgetary matters,
require a two-thirds majority.
All
general questions or matters within the scope of the New Shape charter relating
to any functions of the organs specified by the UN Secretary General shall be
discussed in this general assembly and make recommendations to the Member
States on the questions or matters. The decision outcome from the General
Assembly shall empower CAC to implement the actions.
The
General Assembly may discuss any general question relating to the maintenance
of peace and security brought up by the member states and may make recommendation
with regard to such question to the state or states concerned but specific
discussion only can be made during Specific Assembly.
b.
The Specific
Assembly (SA)
Specific
Assembly is the highest deliberating component of the New Shape organization.
It is actually the promotion status of the General Assembly for the
deliberation of specific matters related to peace and security. The Specific
Assembly is the also the Prime Approval Platform for any recommendations and
such approval carries highest weigh of decision for any actions to be taken
with regards to the questions or matters brought by its members or by the
virtue of the General Assembly.
There
are two types of deliberation in the Specific Assembly:
•Direct-
Questions and matters that are referred directly to the Specific Assembly by
the decision of the UN Secretary General
All
questions or matters pertaining to the maintenance of Peace and Security, the
mitigation and control of Disease Outbreak, Monetary Sanction, Travelling Restriction,
the solution to the Political Dispute and Military Conflict or whatever issues
which may cause regional destabilization within or between the Continental EACs
are to be deliberated, discussed and debated at this assembly.
•Referring-
General Questions or matters referred to the Specific Assembly by the virtue of
the decision of General Assembly
All
general questions or matters which unable to obtain an approval during the
deliberation period in the General Assembly are eligible to be referred to this
level.
c.
Formulating
The Decision Making Mechanism Of The New Shape
I.
Introduction
The
decision making structure is THE MOST
CRITICAL AND IMPORTANT ELEMENT in any organization. In the context of the
present UN, the current decision making structure had tremendously affecting
its functions. Despite many urges from the member states to reform the decision
making system of UN, the existence of Veto Power held by the founders of UN
hindered the aspirations of the masses and this slower the progression of
actions thus affecting the reputation of UN as an effective entity to maintain
world order.
To
face the emerging of complex global challenges, a contemporary decision making
system shall be established so that such global threats can be solved before it
getting worst. Therefore, a Term-Decision Making System is introduced for The NEW
SHAPE.
II.
A Term-Decision
Making System
·
The
Structure of the Term-Decision Making Characteristics
In
the New Shape configuration, the Term Decision Making System is designed and
introduced to protect the interest of each member states of the New Shape. All
nations are fully responsible and accountable in the delivering their decision
with regards to all issues brought in the Two Tier Assembly System. Each
nation’s high commitment shall GUARANTEE
peaceful world order by taking part in the decision making system. Their
voices and opinions are equally accounted at all decision making level.
The
characteristic of the Term-Decision Making System are as follows:
There
are TWO CHANNELS of decision making
available i.e. (a) through the UN General Assembly and (b) through the UN
Specific Assembly.
·
All
the members have an EQUAL RIGHT to
make their decisions i.e. (1) which contribute to the two third majority in the
General Assembly and Specific Assembly and (2) which contribute to the majority
vote at Continental level to determine the continental position at Specific
Assembly .Their continental decision at all levels could not be vetoed by any
country.
·
The
ROUND TABLE VOTING (RTV) is hereby formulated and introduced and can only available at
the Specific Assembly and it represents the highest level of decision making
system in the New Shape.
·
.All
the members have EQUAL OPPORTUNITY to reaffirm or to review their votes i.e.
at the Continental Level meeting to determine their Continental Positioning
Status.
·
All
members are given a SUFFICIENT TIME
FRAME to deliberate the questions or matter debated at the General Assembly
before making any decision and held accountable for the decision they made
during the General Assembly, Continental EAC Meeting and Specific Assembly.
·
There
is a SPECIFIC TIME FRAME attached to
every deliberating questions or matters, to instill Sense of Urgency in making
critical decision and also to eliminate backlog over outstanding problems.
·
All
decisions are made by majority of the members contribute a STRONG MANDATE to CAC to implement the resolution.
•The
Structural Definition
There
are two channels of decision making provided under the New Shape setup. Both
decision making levels are structured to enhance the workability and
functionality of the New Shape. At Specific Assembly level, there are highest
decision making system called Round Table Voting (RTV) a system only available when
votes result failed to achieve the required two-third majority during the General

The Definition of the Round Table Voting
(RTV)
The
Round Table Voting (RTV) is a process of making decision to the specific
matters after such matters failed to obtain two-third majority during the two
assemblies taken place. It is used to reaffirm the simple majority decision made
by the member states so that the status of the matter under discussion could be
determined either to proceed with the recommendations or otherwise. RTV process
is the highest decision making system of the New Shape. It has four main
characteristics as follows:
1. It has two
level of voting processes i.e. (1) Members Voting and (2) Chairmen Voting.
2. It has
Specific Delivery Period, a period for each continent to make decision or else
being considered as neutral decision, a continental position that will support
the majority decision of other continents.
3. The
introduction of Resolution Action Plan (RAP) under RTV is to limit the empowerment
of members based on the severity of the issues and the number of members
attending to the deliberating issues.
4. It also has
Resolution Compliance Period Chart (RCPC), a period of which the resolution
need to be complied by the questioning member / members, where non-compliance
may lead to more stringent action or sanction to be imposed which may include Monetary
sanction. For example, No Military Fly Zone imposed on Israel and if Israel
violated the sanction, the stringent action like shoot at sight may be imposed.

How
the Round Table Voting Works
The
RTV process act in contrast to the normal voting process at the General and
Specific Assemblies i.e. by counting the number of votes of each attending
members. The Secretary General upon receiving less than two-third majority
voting results from any of the assemblies, determine either such discussed
questions need further decision reaffirmation through RTV or otherwise, dropped
for further deliberation. During RTV process, its only need a simple majority
votes from all members of the each continents in order to pass the questions or
recommendations
Should
the Secretary General decided to bring such questions further for deliberation
then he need to activate the RTV Process where all continental members will
make another round of decision. The Secretary General will determine the date
of the decision shall be delivered to the Specific Assembly by providing
sufficient delivery period to all continents to make their specific decisions.
During
this process, any nations fall under the same continent with the questioning
nations are prohibited from making any continental voting to avoid conflict of
interest. If two continents involve in the questions then the members of the
two continents are allowed to cast their round table voting where the
questioning nations are prohibited from participating in the voting process.
At
this stage, continental members shall make decision at their own continental
level to determine their continental position over the questioning issues and
it require a simple majority vote from its members.
However,
after member voting still failed to achieve the simple majority vote then it is
the Chairmen Voting to take place to determine the fate of the questions. The
Chairmen of all continents regardless of either their continental members
involved in the question, will make a confidential voting where their vote to
be added to the voting result. If the Chairmen voting also failed to produce
simple majority result to the questions then the questions shall be dropped
from further deliberation and the case closed.
Whatever
decision made from RTV Stage shall supersede the earlier decision made at
general or specific assemblies and the decision is final.
a.
Formulating
The Decision Control Plan For The New
Shape
A
clear Action Plan is also formulated to ensure all member states aware and understand
the effects and implications from decision outcome from the two tier assembly
system.
The
New Shape Resolution Action Plan (RAP) is hereby introduced to give the
decision makers an earlier indication on what action is expected to be
recommended and implemented once the decision was obtained and what action to
be taken next after the earlier actions recommended did not achieved it desired
goals or the affected nations fails to adhere.
The
types of action shall be drafted and included in the RAP, were divided into a
few levels from leniency approach to sterns actions, depending on the
criticality and the severity of the questions deliberated. This is to ensure
that all the actions taken by CAC carrying sufficient weight to command respect
while at the same prohibits any member states from proposing any provocative
actions with regards to the questions.
Once
the decision has been made, a passed resolution must be complied within the
specified time frame. Therefore, in order to see the effectiveness of the
resolution to bring more fruitful result, the Resolution Compliance Period
Chart (RCPC) is hereby introduced and proposed. This chart guides the decision
makers at every level of decision on the time period for that resolutions to be
complied.
Any
resolution non-compliances or prolonged resolution without effective compliance
shall ignite greater and tougher sanction imposition of which the action can be
determined by CAC through its Board of Monitoring and Implementation up to
Level 3 Type of Sanction.

The Resources
Acquisition Process of the New Shape
a.
The Financing
Resources of the New Shape
Most
global issues have their own unique problems. Some problems lead to global
crises. In order to resolve such problems and crises, it requires a global
management, a task UN is currently undertaking. However, undertaking global
responsibilities need funding. Funding of UN operation is a critical issue.
Because
of the present UN is dominated and founded by super powered nations who sits in
the Security Council, most of the UN financial resources were funded by them
and had been seen using their funding contribution capability to influence
certain decision made in the UN.
To
avoid this, the new format of financial system of the New Shape is introduced
where there are two financing attributes to be coordinated by FIAC i.e. (1) the
determination of the financial resources and (2) the type of Financing
Resources of the New Shape.
b.
Determination
of the Financial Sources
Under
the New Shape financing system, there are three main sources of fund namely
Membership Contribution, Compulsory Contribution and Voluntary Contribution to
be introduced.
•Membership Contribution is a one – off
payment made by all the nations in order to become a member of the NEW SHAPE
and the quantum of payment is based on the latest three years Nominal Gross
Domestic Product (GDP).
•Compulsory Contribution is a yearly
payment made by the members of the NEW SHAPE and the quantum of payment is
based on the average of the latest three years Nominal Gross Domestic Product
(GDP).
•Voluntary Contribution is a goodwill
payment made by the members to fund each programs or activities and the quantum
of payment is based on the assessment made by.
c.
Types of
Financing Resources of the New Shape
There
few ways to make contribution to the New Shape and there are as follows:
i.
Monetary Terms – Any
internationally recognized currencies whereas the exchange value of the
currency shall be referred to US Dollar.
ii.
Commodity
Terms
– Any food based commodity produced by the country that did not caused shortage
to residing population. For example Vietnam can make payment using rice, a
commodity largely produced by that country.
iii.
Monetary plus
Commodity Terms
– partly pay in currencies while other part in commodity.
v.
Monetary plus
SGP –
partly pay in currencies while other part in SGP
The flexible contributions (except membership
contribution to paid in monetary term) are required to ensure all members able
to fulfill their commitment without much burden to their populations. They can
opt any of the above as their mode of contribution with much hassle as each mode
is expected could solve some global problems that could not be provided by face
value of currency.
C.
ARGUMENTATION :
HOW THE MODEL MEETS THE ASSESSMENT CRITERIA
The above
proposed framework for the New Shape organizational structure and its decision
making mechanism is designed to meet the assessment criteria as follows:
1.
Core Values
This New Shape Organizational Structure provides strategically
important core values to its member states with regard to the maintenance of
peace, security and tolerance to the world which as follows:
a. Equality among
member states with powerful RTV
Every
member states are equal in any circumstances in the New Shape representation.
They are given equal rights to vote and to determine the continental positioning
with the absence of Veto Power at all level of the decision making platform. The
powerful RTV model will flatten the status of each member states regardless of
either they have a powerful military strength or having the biggest population.
b. Equal
Opportunity for all the Member States
All
member states have an equal opportunity in voicing their opinions and
expressing their concerns at both General Assembly and Specific Assembly thus
encourage more inter -governmental communication and involvement in the
deliberation stage. The introduction of RTV gives each members a high value of
vote which nobody could ever influence.
c. Earning Respect
and Recognition
Whatever
contribution made by each member states are well recognized as each of them
play important role in any decision making process regardless whatever
disadvantages or advantages they possess. Any decision made by a group of small
countries may cause significant impacts to bigger nation. The absence of veto
power in the New Shape restore respect among the member states and their voting
capacity in RTV get them recognized.
d. Check and
Balance Capability
Each
members of the new organization shall have a right to check and balance of any
issue that affecting the stability of their region or even other part of the
world where they are also entrusted to play a mediator either at Continental
Stage, General Assembly or Specific Assembly. They need to know where their
money being spent. Therefore formation of FIAC to help improve financial
transparency and reduce suspicion are timely.
e. Instill a
Sense of Urgency
The
introduction of the Specific Delivery Period where all questions brought in both
assemblies and RTV need to be decided in period determined by the Secretary
General promotes a sense of urgency thus reducing any decision backlogs.
f.
Improved inter-government communication
The
solid participation of all member states of the New Shape in any decision
making process shall open more communications and discussion whereas engagement
in multiple occasions to resolve global issues improved tolerance and reduce
political tensions. Not all problems can be resolved through the military
intervention. Some problems need open heart negotiations and open
communications are one of the factor being promoted in the New Shape.
g. Restoring long
loss diplomatic relations
With
the participation in the New Shape and opportunity to express concerns and
sharing information, two enemies could possibly may keep aside all differences
in order to achieve mutual objectives. The tense of diplomatic relations
between any two countries who facing similar threats may choose to work
together rather than fighting with each other thus restoring the long loss
diplomatic relations between countries.
h. Elimination of
Hegemonic Power and Abuse of Power
The
abolishment of veto power shall immediately abolish to hegemony power of veto
holders against the regulations set in the New Shape and this contribute to
more negotiation and peace talks rather than taking the opposite actions.
The
introduction of RTV process that provide more participation from member states
in the decision making system eliminates
abuse of power, bully, and oppression in any kind, or whatsoever type of action
against small and weaker countries.
i.
The Promotion Of Unity Among The Member States
The
collective decision making mechanism embedded in the Two-Tier Assembly System and
RTV Process encourages more communications and strategic discussions among the
member states. This scenario opens more opportunity for the member states to
know and understand each other more in the areas of international trades and
inter government collaborations.
j.
Respecting the Sovereignty of the Member States
The
separation of the countries by continents provides two sovereignty boundaries
i.e. (1) continental sovereignty boundary which is collectively safeguarded by
the Continental Representatives and (2) individual sovereignty boundary which
is mutually and respectfully safeguarded by the individual member states of the
respective continents. Any aggression made to the neighboring states is
considered an aggression to the whole continental states. This improve the
level of respect over the sovereignty.
k. Restoring
Universality
The
opening of membership of the New Shape without any restrictions to any
internationally recognized countries and territories as long as they agree to
adhere to the New Shape Charter and its international laws portrays its image
as a universal organization.
l.
Strengthening Enforcement or Sanctions
The
formulation of the Resolution Action Plan reduces the tendency of disobedience
over the enforcement or sanction imposed as the mandate given through two tier
assembly system dismiss any super power alliance advantages. The RAP is
approved by the majority Continents not by majority countries. Therefore any
threat or aggression attempts on any country shall be treated as an attempt to
threaten the whole continent.
m. Capability to
Domestic Intervention
The
internal affairs of the country remain the domestic jurisdiction of the
country. No other country shall have right to intervene any internal affairs of
any country. However, when any country becoming the Continental member states,
the said countries shall agree to the New Shape Charter and it Continental Representative’s
function.
The
internal affairs of the country shall become the continental affairs if such
internal affairs pose security threat to its neighbors and could destabilize
peace at the region. The Continental Representative has right to intervene in
order to resolve the dispute or conflict.
In
any circumstances, the Continental Representative unable to provide amicable
solution to the affected country, then CAC with mandate given through the
Specific Assembly shall intervene to resolve the matters which include
deployment of Peacekeeping Armed Forces and imposing sanctions.
2. Better and
Improved Decision Making Capacity
The introduction of Two Tier Assembly System allow
more active participation and contribution
of all member states in deliberating any questions or matters at world
stage. The replacement of Veto Power to Round Table Voting (RTV) eliminate
tendency of cancellation or postponement of the any deliberating question or
matter. Decision must be made and must be timely delivered.
The introduction a Specific Delivery Period allows
the member states to make affirmative decision within the stipulated time frame
hence reducing the tendency of delay in approving the resolutions.
Apart of the above, each member states have two decision
making venues
venues to make their deliberation before reaching
to the conclusion lead to their important decision.
This could improve the decision making process whereas
the well informed decision shall be done at Continental Representative meeting
level thus making the RTV conducted at Specific Assembly the most critical and
fearful stage.
3. Effectiveness
The new model provide sufficient time frame to its
members in each Continents to make a decision prior to voting process
either during the General Assembly,
Specific Assembly and Continental Representative meeting. With the Specific
Delivery Period, the given time frame is the “deadline” for the member states
to make decision.
The deliberating questions or matters can’t afford
to accept any delay in decision making. Knowing the time frame limit the delay
in making decision, it is expected that the member states will give more commitment
and communication with their counterpart in order to achieve a correct and well
informed decision.
Any late decision shall not be accounted,
situation every member states are trying to avoid especially when the
deliberating questions involve their continental or regional issues thus making
this decision making system the most effective thus far.
4.
Resources and
Financing
The establishment of FIAC under CAC shall help the
New Shape to manage and administer all the contributions made by the member
states and consolidate and centralize all receipts and payments under one
organ.
Prohibitions of performing direct contribution to
the New Shape specialized agencies or any Non-Government Organizations (NGOs) to
run the UN activities is to ensure better funding control and prudent spending
being done as such spending give significant impacts to the affected much
needed parties or nations. The total control of the fund contributed by the
member states is to avoid financial leakage, corruption etc. which may lead to
the failure to meet the targeted objectives.
The flexible type of contributions (except
membership contribution) provide the members a mode of contribution affordable
to them and this reduce the financial burden of the members.
5. General
Security
The Security of each Continent is under the
jurisdiction of the each member states of that particular Continent not by
other Continent. It is the duty of member states of the Continent to mitigate
and resolve any dispute or conflict.
Failure to resolve such dispute may cause interventions
from CAC by mandate given through Specific Assembly. Once CAC take over, the
affected Continental Representative has no longer having an authority over the
disputed areas.
The RTV decision may give mandate to CAC to
enforce Military Intervention which not just to keep peace but also if
necessary to grant GPSC empowerment to defend and protect the affected
populations and the national strategic assets for the sake for peace
restoration.
The formulation of RTV impact is to give clear and
strong message to all member states not to take actions against the aspiration
of the majority of world community.
6. Flexibility
The New Shape is accepting without any
restrictions all internationally recognized countries and territories of the
world as member states as long as their pledge to commit to the New Shape
Charter and all its international laws. However, for those countries that can’t
afford to make any contribution shall then stay member state and still be
allowed to attend any meeting, conferences or activities but without enjoying
any right and privileges provided by the New Shape.
7. Accountability
and Transparency
The provision of Non Privileged Member States in
any meeting, conferences, assemblies and forums ignites the element of
transparency in the decision making process even though they do not possess any
voting rights.
The Specific Delivery Period instills a sense of
urgency and also encourages more participation among the member states to make
their decision. The higher participation of member states will increase the
accountability level thus making the enforcement or sanction easy to implement.
The Two Tier Assembly System ensure that
sufficient space and time given to all member states to make their decisions
based on sufficient information obtained during the deliberation period. When
more information came from various sources shall enable the decision to be made
in higher transparency.
